How do I set the governor?

I have a '72 kitty kat with a Kawasaki that runs like a top. It was idling too fast when hot so I adjusted the governor linkage and lubricated the throttle connection on the top of the carb. Now it idles better, but it has way to much top end for my 6-year old lead foot. How do I adjust the governor to lower the top speed??

My experience was when I adjusted the governor to slow it down it made the linkage not return to a low idle. you could try to adjust the throttle cable and give it a little slack.
