Idle goe spuratic up and down

I just baught 96 kitty cat for my son and the idle goes spuratic up and down when your on the gas it runs fine and i already cleaned the carb any help is much apreciated thanks

If your sure the carb is all set correctly, it could be deeper like crank seals?

As the subject line states I am new here and have aquired a 77 Kitty that is doing the surge thing also. I cleaned the carb but am doubting I have it "set up" corrctly. What would the initial setting be, float height, air screw etc....
Trying to NOT do seals but if I have too I can. Are they still available somewhere?
