Kitty Cat Snowmobiles

I was wondering if someone could tell me the proper position for choke "on" ('92 Kitty). I believe it should parallel to the carb (north/south if you will).
I have replaced most parts in my carb so far. But it seems to only run in what i assume to be choke "on" position. Any input on my next step would be great!!

The choke is closed when it covers the carbs inlet.
If it only runs with the choke closed then your sucking air in another place.
