Pulsing RPMs at Full Throttle

Pulsing RPMs at Full Throttle
1972 Kitty RPMs are pulsing at full throttle. When at full throttle, I can see the Throttle Lever on the Carb moving back and forth. I can also see the Governor moving back and forth with the Throttle Lever. When I manually push the Throttle Level open all the way, the Engine reaches full RPMs no problem. I'm stumped. What is causing the Governor and Throttle Lever to pulse the RPMs up and down at full throttle??
