Added spring on 97 Kitty Cat governor - have questions

This spring was added by the previous owner. Motor runs fine. Can someone let me know why someone would put this spring there? Is their something missing that this spring is taking the place of? How do you adjust the governor to stock setting?

That sping was put on so the throttle shaft in the carb wont bounce around, you are missing the spring that goes around the rod that goes between the throttle shaft and the gov. arm part # 3002-466

why would you need the extra spring? from throttle to left on pic.

Was there from the previous owner. Stock spring was missing.

There is supposed to be a spring on that shaft that keeps that linkage in there, obviously the guy probably mangled it when he took it apart and didn't know how to put it back together properly.
