Governor Problem 1972 Kitty

The governor on my 1972 Kitty is causing the engine to surge up and down. Can not figure this thing out. When at full throttle, the engine surges up and down. When I manually push the throttle level to full open, the engine runs at a consistent RPM level, but I can feel the Governor arm trying to pull it down. The Governor Spring looks fine. The spring on the governor link that attaches the governor arm and throttle level may be suspect - but it doesn't seem to add enough tension to do anything. Could something be wrong with the Govenor in the Crankcase? Yikes! Help anyone!!!

Disconnect the governor arm to see if it still acts up. If it does then you know what the problem is. Be carefull though, if you leave it disconnected make sure you run a thicker oil/gas ratio so at the higher RPM the engine will live longer. Good luck.
