Engine revs wide open, even with the throttle lever barely moving
Looking for some help on my kids kitty cat! I have the set screw for the throttle stop to the point it barley moves just enough to get the clutch to engage and move the sled. Tried to make the sled slower but as soon and the clutch engages and the kid gets moving it just goes to wide open, trying to figure out if the govener is not working correctly or what any help will be appreciated thanks!
