Tecumseh carb setup

Hey guys
Im restoring my 73 kitty cat for my son. I put the Tecumseh carb on it but wanted to see how you guys connected your rod and governer spring to the carb. If I do it have the spring attached I can move the throttle open and closed, if I attached it to the carb it is either at idle or wot and won't return to idle. This is of course with the sled not running.
