Governor adjustment for my 73 Kitty Cat

Hi everyone, Mark here Looking for some info on my 73 kitty cat. Does anyone know how to set the speed shifting governor. I'm at a miss to adjusting the shaft coming from the transmission. It has little movement. Do you turn it right.. away from the spinning weights or to the left. Does it float and go in the middle, so both the slot on the shaft and the slot on the governor are same. The motor runs fine just can't get it to pick up speed.
